Outrun Upright / Help Troubleshooting

Purchased an Outrun (Upright) this morning. I need some help troubleshooting...

The person who sold it to me said that the diagnostic showed two chips which where faulty, he replaced them and was unable to get the unit to POST again.

Plugging in the unit, I get a running exhaust fan, a RED led on the board and nothing more.

I'm figuring I'll start with fuses and work my way in, but I could use some troubleshooting tips from those who have worked with these.

Let me know how you make out. I'm in the same boat with mine right now. Actually, mine works, but the amp board went so i have no sound right now. I can get sound through a set of computer speakers, but i still need a monitor for it. Do you get any lights on the coin door? Does the coin meter register when you coin it up?
 
Yeah definitely try to coin it up and see if you get any game sounds. The red LED on the board basically means it has the +5 power going to it, though it may be off and need to be adjusted. If you don't get any sounds check the +5 power at the pcb and make sure it's there.

If he did what he said, suspect the work he did. Look for the replaced EPROMs. Did he program the correct type? Are they inserted correctly or backwards? Are they inserted fully? Are any legs crinkled up rather than going into the socket? Could have also misprogrammed them, or installed in the wrong locations.

Oh, and BTW, OutRun's diagnostics mis-identifies all of the EPROMs in self-test. Each pair is interleaved, and they are shown backwards. This was fixed in the Enhanced OutRun romset recently released... by a friend and me.

isn't there also a bug where it reports the wrong chip as an error?
