OutRun PCB Question

It's just a smoothing cap, it has been bashed off the board, those stumps are the plates used to connect to the internal guts of the cap. You will find them on two other corners on that board and they should all be the same. Its worth gently seeing if the others have had been bent to one side too, they can get knocked so one leg gets torn out, but when straightened up the leg will go back into the cap. The cap is wrecked then but it can look normal, gently rock the others and see if you can move the cap body relative to the legs, you shouldn't be able to.

At a wild guess based on the size of it I would say its a 220uF or 470uf 16V.

What is the value of C2 on the top board? Mine looks like it was cut off, so i don't have the old one to refer to.

I expect Womble's estimate is very likely a good one.

The schematic isn't too clear on the topic (see attached image...) I think it says 470µF. Pretty sure these only see 5V, so a 16V rating would be fine.

I can look at my PCB tonight to see what my C2 is, if you want to know for sure.

It smooths (i.e. filters) the +5VDC power supply for the entire PCB.

Yep, think of them as small reservoirs for power, any dips in the power supply gets filled in by these caps, makes for a more stable board. In many cases the board will run fine without them but it will be more susceptible to power ripples so it is more likely to crash or do very odd things. I repaired a Golden Axe board that had lost all 4 of its smoothing caps on the ROM board, the game did run but it gave some very odd effects - sprites that froze, ones that could not be killed so the level was not completable as the game still thought there were enemies to kill on that screen. Replacing the caps fixed those issues.
