Outrun boot issues

Got a turbo outrun upright that I am deconverting back to an Outrun. Actually found a lot on eBay with a 68k and all the EPROMs/Mask ROMs. Put in chips in, redid jumpers, double checked work, and fired her up.

Immediately, the motor, led on the start button, and coin counters are shaking/flashing, and it just keeps doing that. Anyone seen this behavior?
 
Does it give you video? I would just stick with the basic connectors first, 5V (10P on CPU/video board) and video connector. If good, connect the I/O AMP connector but disconnect the Molex to shaker/coin counters and enter the test mode. See if any errors show there.

if no video from the board, then you need to start the troubleshooting outside the cab...

Outrun Reset Toggle

I responded to your email on this but I thought for KLOV I would just go into this deeper. Problem is a reset toggle that is triggered by a problem (short or open) in Main CPU, Sub CPU or Road Circuit on CPU Bd. 95% of the time its a bad RAM. Sometimes its a bad 244 or 245 buffer in these circuits. In a really bad case like I repaired last week, in Main CPU area there was a bad 245 buffer and 2063 RAM. In the Sub CPU area there was another bad 2063 RAM. In road area there were like 6 or seven bad ICs, buffers, RAM and other ttl components. Then the Sound area had two bad RAM. Weird but Video Bd was ok and not affected by whatever happened. This was HV damage. 5vdc was probably high or maybe lightning strike?? Not sure but if 5vdc is running at say 5.5, this would be the result. Normally its just one bad IC, usually one of the 2063 RAM. Rarely there may be bad ROM or 68k CPU but like I say rare. Maybe one in 100 repairs or more.
