Outrun 2 chihiro help needed

Ok, I'm new to this system, and don't know where to go from here. Just got in an outrun 2 that was completely dead when I got it. I was able to get it to boot by reseating the ram card in the chihiro box. Now, it says error 25, cannot access gdrom drive. I'm assuming that I have a bad gdrom drive. The drive won't even spool up, and I have wiped down the lens and cd to no avail.

Where do I go from here? I've read that there is a cf card replacement for the gd rom. How do I make that work if I go that route? I want to operate this, so I need it to be reliable.

Little update: with the drive unplugged, I'm getting 4.85 at the 5v line, and 11.65 at the 12v line on the connector going from chihiro to drive, on the drive plug. The power coming directly out of the supply seems much more adequate at 12.28 and 5.15. Could this be an issue?
 
Yet another update... As I explore further, I found a capacitor floating in the breeze in the back of the cab. It is a 25v, 2200 uf cap. Looking at the board that sits on the back floor of the game, it appears to belong at position c68 on that board. Can anyone verify this? Here is a pic of what I have:

That picture is too small to tell.

Is the capacitor missing a leg? Look for a piece of leg sticking out of a solder pad. If the solder pads are flat with no chunks of leg then there wasn't a cap there in the first place.

Are you sure your drive plug pinout is right? If so, you could jumper the PSU directly to the drive and see if that gets it running.
 
OK, game works after installing a working GD Rom drive. Never researched the cap thing further. If it ain't broke...

The only issue I still have to tackle is the monitor looks like bung. Missing green color. I'll rejuv and see what happens.

Your first impulse when a monitor is missing a color is to reach for the rejuvenator? They have a significant chance of making things worse and really should be a last resort. I'd make sure it isn't a chassis problem first, ESPECIALLY for something that new -- cracked joints on the neckboard transistors is really common on newer chassis.

If he's only using the test-mode on the rejuve it can save you a significant amount of time mucking with a board when you've got a bad tube. Trust me, I speak from experience.
