Out Run missing graphics

I've been fighting this Out Run board failure on and off for quite a while and thought I'd take another look at it. It's been a while and I don't even know if I've ever asked for any advice. Anyway, the board is playable with sound but has a few graphical glitches. One problem is the sky is always the same shade of gray as the road. On level one the sand is also that same color and I have no houses on the side of the road either. The other thing I've noticed is the enter initial screen is missing most of its background graphics and instead is almost all black. Hopefully these are all related to one failure. So far I've tried swapping the socketed chips in the sub processor section, but maybe I'm looking at the wrong area. Here's a few pics to show you what I mean. Any advice on what I might want to check next (I'm guessing some of the 7400 chips nearby the sub processor roms)? If anyone repairs these boards I have 2 other non-working sets (one dead, one with no sound and graphics issues) that I'd be willing to trade towards a repair. If it comes down to it I'd just pay a repair fee if the person isn't interested in the other boards. Thanks all.

It is a failure in the subprocessor section. Have you checked the ROMs to make sure they are good?

What do you get in test mode?

Thanks for the offer. I would like to spend a little more time trying to figure it out before throwing in the towel, but if it comes down to it I would send them for repair.

I don't have a eprom burner so I can't verify the roms as far as their code content, but I have tried swapping in the 4 roms listed as sub processing roms from the other boards I have. There's no change when I swap anything and test shows everything good.

Edit: Not that this will make much difference, but it turns out I do have the houses still there on level 1.

Bringing this one back to the front after over a year. I figure I might as well document my attempts to get this thing running. Anyway, I recently took time to use my eprom burner and verify the 4 sub processor roms are good. Today I've started looking at the various TTL chips and so far IC's 94 and 95 look good according to what I'm seeing with my logic probe. I have to admit by good I mean I'm seeing activity on pins the schematics show so nothing looks to be dead or stuck. I'm glad the schematics are available but man they can be a pain to read. My next TTL chip to look at is IC 99 and after that I'd see where else the signals go on the other schematic pages. Hopefully I'm on the right track but as always, I'd welcome any general advice from those that have spent much more time on board repair.
 
Pretty sure the 2nd CPU just creates the road... so if you're road is OK, I think you may be looking in the wrong section of the schematics.

what cpu is missing the road? do you have a location number?
