OT Fluke 189 multimeter repair?

Anyone here know anything about fluke meters? I have a 189 that displays "leads" and beeps constantly with or without leads plugged in and in all modes. Fluke won't respond to several repair quote requests and I requested a quote from another place that hasn't responded either.
It worked great when I got it and it somehow broke just sitting on my desk...
 
There's a special fuse inside Fluke meters. It's probably toast.

Most meters have a fuse for just the leads. In all the meters I've had there's actually 2 fuses - one per lead. Open up the meter and look around because every meter I've had actually comes with spares! If that's the case, you'll just swap in the spares and keep on working while you find replacements.
 
The Fluke meters I've looked at had special fuses and not your normal glass ones. On my 23 it was on the inside of the meter near where the leads plugged in and not by the batteries like you would expect from a Radio Shack or other meter.
 
There are 2 big glass type fuses visible when you open the battery cover and they are both good/not blown. According to the manual one of them is supposed to be bad when you have the "leads" problem. There is nothing visibly wrong when i looked at the board inside. Unless the fuses are somehow special and have a different way to test them.

I have been told that fuses can go bad without looking it. If there are spares swap them and see what happens.
 
I tested them for continuity with my other fluke meter that I had planned on replacing. My other meter has different fuses of course...
The whole situation just frustrates me because I emailed fluke about the problem and they told me to submit an rma request so I did I and haven't heard back. I Also submitted a repair quote and I cant even get an overblown repair estimate let alone any sort of help from them. I about ready to put it on a shelf and just chalk it up to a loss.
