Oscilloscope for the hobbyist and arcade repair

I don't think that'd be very useful... it's only 1 MSPS, meaning it's only useful for signals in the hundreds of KHz. Most of the signals on even the old arcade games are faster than that.

And I show how much I know. I am a mechanical engineer, I have done little with these type of things. Maybe I should have asked for low cost options that one day I might be able to use to repair PCBs.
 
Old(ish) analog Tektronix scopes are good... something in the 60MHz range. They can be had for decent prices if you keep an eye out. They are pretty big though.

I really like my portable digital scope (Owon PDS5022S), though if I was to buy one now, I'd probably get something like the Rigol DS1052E. This one is especially cool because it can be hacked to run at higher speeds. The thing I like about my Owon though is the built-in battery pack option. I use the scope WAY more because of it than I would if I actually had to plug it in to use.

If you want something really portable (like the one you posted but fast enough to be useful), they're available, but quite a bit more expensive.
