Hey guys, I trying to troubleshoot a Rainbow Islands pcb that has 3 oscillators, a 12 Mhz, a 16Mhz and a 26686 kHz (26.686MHz). They are all 4 pin types.

I can measure frequency with my Fluke knock-off DMM for the 12 and 16MHz oscillators, steady at 11.99 and 15.99MHz. I am measuring at the OUT and Vcc, is this correct?

However, the last one gives me a reading that changes constantly all over the place. The DMM can measure up to 60Mhz. Trying to measure the same oscillator found on the another Taito board (Top Speed) gives me the same issues.

Any idea on how to deal with this problem? Is it my DMM?

If this is a faulty part, does anyone have an idea on where to get hold of it? The part number is made by KDS and is marked KDS-7J with the frequency stamped on it. That's it. I could not find this online, the closest is a 26.68 MHz part but it is for surface mounting (I am looking for the older 4 pin through hole style)...
