Operation Wolf C-Chip User Error

I was working on a Operation Wolf Boardset that had some small issues. I decided to pull each socketed chip clean the legs reinstall back in board. But not when I turn on the game the screen says "C-chip user error" and then the game resets and repeats. Can't find any info on this error. Tried checking the chips for bent legs, nothing. Orientation in socket correct too. Does the board need a reset of some sort? or is this some kind of security issue.

I have a board that does about the same thing only mine displays in red lettering; No Respnse from C chip. The game just hangs there. I figured it is one of the computer cpu looking type chips and put it aside untll I can get Buffett or someone with a desoldering station to pull that chip.

I suspect the chip is one of the larger ones in the center and mine looks like it got kind of hot.
 
Its a 64 pin socketed chip. The board was working before I pulled the chip, and cleaned the legs and reinstalled. I tried several times reseating the chip and I still get the error.
I can't find any info on this chip, besides bypassing it in MAME.

You are very fortunate, Mine do not have sockets. After I remove the chip it will have a socket.
 
it was broken, shots not registering on the screen. and the problem is not the gun because I have another boardset that works fine.

Buffett show us a great way to see if the gun is getting power and the light is working. You take a camera phone and point it at the barrel of the gun, you don't have to coin up but only have the game on. You do need a phone that you can see what the lense is picking up. You should see a small light, blue I think, and that will tell you the gun and light is getting power and working. The gun gets its power from the sound board so you might look there. It also connects to the ribbon cable and the edge connector so that is another place to look.
