Odd Crystal Castles problem

On the third stage of the game (Doomsdome I believe), the skeleton enemy drops down at the start of the map normally, but then moves to the right hand corner and stays there. He doesn't follow the player around like all the rest of the enemies.

Anyone got any suggestions as to where to start with this one? Could it be a bad EPROM?
 
Turned out to be a bad POKEY causing the problem if anyone runs into a similar issue. Maybe the random number generator was dead?
 
Sorry to resurrect this old thread, but this could help others save an unnecessary chip pull. The POKEY that controls the skeleton is the one closest to the outside edge of the board. No other functions appeared to be impacted for the few years I was running with the bad POKEY.
