I'm posting for a reference of how I fixed mine for anyone in the future.
27" Neotech monitor chirping/beeping when I got it. No signs of life other than that. I started with a cap kit and a flyback. The cap kit sucked. Almost 70 caps in the kit. After these two, there were no changes, still chirping. I adjusted the b+ but that didn't fix it. I ordered the HOT off ebay. Be very careful ordering this because there are counterfeit HOTs circulating the market for this chassis. I also ordered C423 from Arcadecup.com. This cap is hard to find and he had them in stock. His website was down and I messaged him, he called me within hours and we did the purchase over the phone. Great customer service! I got those parts in, put new thermal paste on the HOT and fired it up. The monitor had a slight static noise but would stop. No neckglow and a much quieter chirping. I took it back out because I assumed at this point it was an adjustment issue. Sure enough, I had left the b+ too high and was sending it into HV shutdown. I turned it down to about 1/3 and it fired right up. I still need to burn it in to be sure, but very happy with my results. I don't know if it was ultimately C423 or the HOT since I installed them at the same time and didn't test the HOT. But I'll take this small victory.
