now what??

Hey all, So as I mentioned before I have a pole position game that was working until I stripped it down for cleaning. When I put it back together and turned it on all I got was the fan, lights and monitor noise. The board does not seem to be booting up at all. I triple checked all the connectors and tested the fuses. I checked the test points on the board and I am not getting the 5 volts going to it. My question is now that i know this what do I do next? Any help would be great.
 
More than likely, something either got fried or simply isn't hooked up (correctly?). Got a DMM? Start at the power supply.

Did you check just across the fuse itself, or did you test across the fuse holders ?

A fuse could be good, but have a poor connection in the holder.

(just something to throw out there)

But as mentioned already, either start at the power supply...... or start at the board and work your way backs until you find voltage.
