99% of the time - nope. It's not plug and play.

Some older monitors (such as the C64/Amiga) are compatible, but the frequency has to be correct and it has to have RGB inputs. In order to use a regular tv, you would have to buy an rgb to s-video or composite converter. If you want to use a regular computer monitor/flat panel, you need an rgb to vga converter.

Bottom line is, you cannot straight wire Jamma to a regular TV set or monitor. You need some sort of sync converter device to change the frequency and type of signal. Depending what you are connecting to, products can range from $40 to $200.
 
I am using a Commodore 1084 monitor on my bench test setup -- nothing needed to make it work other than a $2 connector that I connected to my JAMMA test harness.
