seems obvious, but do you have the dip switch 2 set to on for VGA output?

yea thats not the problem .there is slight damage next to the square 60-1 chip . it wasnt booting at all but i scaped off the top of the trace ant connected a jumper .now it boots fine i can hear it play but no pic.

I had a 60-in-1 that had sporadic VGA output...turned out to be a faulty DIP switch...sent it and got a replacement, but could have soldered a jumper if I had to. Check continuity on that switch...make sure it's closing (VGA) and not stuck open (RGB)

Nobody has a clue. Damn I know I'm close to figuring out. Dose anyone know what traces controll the video feed? Thanks for alm your help.
