So I finally have a hint of life out of my Popeye. I got the monitor to come on once with a single straight line across the middle, which I am assuming is vertical collapse. But now, every time I turn it on, I get a blank screen. The monitor is getting power and it flashes white when it shuts down, but I get no video at all. Monitor has not been capped yet.

It's possible that the monitor is working but the game PCB is not. Try turning up the brightness on the flyback to see if it's on. Can you hear sound? Check TP 91 for proper B+ (108vdc). If you have no B+, you'll have no sound either...

I get no sound either. I hooked up the PCB to my DK cocktail's 14" sanyo and it works perfect. I will check the b+ and report back

It's probably not this, but also make sure the service switch (SW301 on that diagram) is flipped to the proper position. If it's on, you might get that vertical line.
