Nintendo tag ID

Nintendo vs conversion kit. You won't be able to know which by the serial tag, all the vs system kits used that. The kit came with a separate license sticker that had the game name on it. It was the same for DK3.

MGS = VS System
PAK at the end of serial number = conversion kit
 
Not sure what you mean by legit in this case. It was another real nintendo cabinet that was converted with Nintendo Vs kit (they came with FBI, FCC warning stickers, a new serial tag with the PAK stamp as well as the hardware required to run the game). What it was beforehand I don't know unless it has a second serial tag.

So I guess yes legit as it was a legitimate converted Nintendo game.

Keep in mind that there were some dedicated Vs. cabs that would have come with these tags on the back (although they don't say "PAK") but there were many more "kits" that were used to convert Donkey Kong, Donkey Kong Jr., and Popeye games into Vs. Unisystem games. The kits came with the tag in a baggie and you were supposed to place the tag directly above the existing DK/DK Jr./Popeye tag. If you're interested, get online and find a Vs. Unisystem kit manual. The manual has info about what was in the kit and how to install it on the existing game.

Anyway, It looks like every other Vs. tag I've seen so I assume its legit. I'm not sure I've ever seen any counterfeit tags.

I don't think there's any way to verify serial numbers. There were presumably 1000s of kits and I doubt anybody is keeping track of the serial numbers. I guess if you found somebody else who had a tag with the same serial number then you could conclude that one of them is fake. That one in your picture looks 100% legit to me.
