Nintendo cocktail psu problem

I checked the +5v and +12v on my *new* Nintendo cocktail power supply and it's only putting out +3.8v and +10.8v

I've had the psu apart and tried adjusting the 2 small green pots in there to no avail.

I swapped out some caps that I had in stock and now have a little over +12V , but no change on the +5v line. I'm going to get the other caps and change them to see if that cures it. If not, any other suggestions?

No one seems to have much info on this issue...

I would say that supply has issues and is probably NOT new. Post some pics of the supply I am not sure what type of supply it is but if it is a switcher I would just buy a new one and be done.
 
Sorry, 'new' as in my latest purchase. It's an original psu and I'd rather have it working than throw a common switcher in it. I'll get a picture up of it.
