It was a CL find he had it listed with pictures of it working just a drop on one side of the monitor for $325 So emailed and offer less and heard back the next day and said screen was totally messed up and I figure what the hell I will come out and look at it. I mess with it a little bit and finally got the screen to show up with what it is now. I sat back and told him hmmmm if you want you can have the other people that email you because I am going to offer alot less then what he would probably want. After a little bit of talking about a price and he figure I wanted it and would actually keep it and not muticade it we decided on a price I was more comfortable with and into the back of the truck it went.
As you can tell it has some problems but always wanted either a pacman or a ms pacman. So I figure I get the best of both. Monitor glass looks pretty good, marquee looks good just one spot I notice that is scratched on the black, control panel overlay looks good.
Any Ideals on a fix. I have already reseated all the chips and still the same.

Possibly one of the socketed RAM chips in Row 4 or one of the character ROMs (5E, 5F). Try cleaning up the legs on those ICs and see if that makes a difference.
 
I saw that and I'm glad you got that pick up. Here is a page which shows different troubleshooting tips with screenshots for Pacman/Ms Pacman. Ms Pacman uses the exact same board but has an extra satelite board.

Other than that page, I would identify the different types of RAM and try changing them around. I believe some of the video RAM are 2114 chips on Pacman. Take one at a time and swap it with another one on the same board, and see if the video garbage changes with each swap. I was able to identify a bad video RAM on an Elevator Action and on a Punch-Out by doing that, even though I didn't have a new replacement chip just yet.

Will try that next Basement. I have already pulled all the chips and cleaned them and same problem. I have another board on the way so I am going to be playing some Ms pac at the end of the week either which way.
 
In the meantime, check your fuse block. If its original, replace it. Pacs (and other Midways) are notorious for bad fuse blocks. Edge connector might also be a problem. Also lose the filter PCB if its still there.
 
Congrats on your find! Nice to see another Pac make it into the hands of someone that will take care of it.
