newbie question on voltage testing

Ok, I'm not an expert with a MM and I can't figure out what I'm doing wrong. I'm working on my Gorf restore and trying to verify voltages. I don't get readings that look anything like they are supposed to.

See the attached pic. I'm grounded to the noise filter pin. Some power gets through (I'm sure the on/off and service switch are on). Pin 5 is supposed to be 9v. I've got my MM set to the 20v DC range and it bounces around between 0 and 1 or 2.

What am I doing wrong??

This is from a working game so it should be fine, the only thing I did was replace the power cord and hook up that ground on the noise filter because it was cut off.

Well, first off you should hook your ground to a DC ground on that board instead of an AC ground when measuring DC voltage, as that will be most reliable. You may not be getting a good ground for the voltage you are trying to read, as it may not have a good connection to the circuit.

Second, you may not be getting a reading because there is something wrong with the voltage line.

Third, low batteries can also cause readings to look funny....
 
It was the ground I was using. I thought all grounds were created equal!

I used one from the board itself and all was good.
