Newbie question: importance of a filter?

I have a play choice 10 dual monitor that has a filter board. I've noticed that there are other arcade games that have a Filter board you can get for them.

Basically what does a filter do? Do you have to use it? Will it hurt the machine or board if you don't use it?

It's really not needed in most Nintendo games. Good thread there from groff- I don't know if you'd encounter any issues like that in a PC-10 without the filter board.
