I was gifted an Orion arcade monitor that appears to be a model 8398 around 27 inches and it worked on the first time plugged in, but after I powered down and tried to bring it back on all I get is a clicking sound. The monitor was idle for many years, but was purchased new. The clicking seems to be coming from the middle left of the flyback if you are viewing the monitor from behind. I don't see any arcs or smoke...and I can see one fuse on the board that doesn't look blown. I'm totally new to the monitor scene and I'm guessing capacitor from what I've read so far. Any thoughts? Its a rythmic ticking sound down near the board and no picture. Thanks in advance for any help.

Repeated ticking is usually a shorted HOT. It loads down the power supply, and the ticking you're hearing is it going into overload, shutting down, then it restarts, overloads, shuts down, etc.

So, check to see if the HOT (Horizontal Output Transistor) is shorted. If it is, there's your problem.
