Neotech NT-2702 (Full Family v2) monitor not working out of nowhere - makes chirping noise (EDIT: Fixed!)

The ratings are different so I wouldn't use them. 684 vs .924 and .223 vs .273. Disregard the size as technology changes and they can make them smaller nowadays. Same with electrolytic caps. However, why are you changing them? If the originals are not shorted, they are likely just fine. Those caps generally only fail shorted and don't go bad like electrolytics. Only ever replaced one of those if they shorted.
What is the best way to tell if they are shorted? Any way with a basic multimeter?

Reason I was going to replace them was because one of the problems I saw in regards to the chirping was due to the larger one going bad so I figured might as well replace it. And since the other one was also in the area of concern I was going to ask replace that one.
 
Yes. Just test the leads on continuity mode. Beep - shorted. No beep - not shorted.

Wow ok did not realize it's that simple lol. Will report back after I'm home and can do it.

I was also going to replace the diode in that vicinity since it has all that green stuff caked on the legs.
 
Welp we've got a mission success! Thanks everyone who helped me out in here.

I am not 100% sure which of these fixed the issue and hopefully the actual initial issue is resolved that caused the problem, but here is what I did.

- cap kit - needed quite a bit of extras since I have the odd 3rd version of the 2702 which isn't really documented anywhere and they weren't included with the original cap kit
- flyback replaced
- replaced filter cap
- replaced chip at IC101
- replaced diode at D403 - original had a bunch of green corrosion on the legs, but it seemed to have been testing working, but I replaced anyways since I had a replacement
- replaced HOT - HOT was definitely blown as well, comparing readings I was getting from the old to new one, and also the middle pin was shorting when in circuit on the blown one, not new one.

I did not end up replacing the 2 film caps at C423 and C421 since the replacements did not match my original parts.

I let it run for 30+ minutes last night and all seems well with it. So I hope it is completely fixed. Picture looks great on it after adjusting the screen control on the new flyback.

Is there an H-SIZE and/or V-SIZE on the chassis for this monitor?

After I tried adjusting the sizes with the remote board, it appears I can't make it small enough so that there are parts that are off the screen and I was wondering if I can adjust it more from the chassis.
