What is the best way to tell if they are shorted? Any way with a basic multimeter?The ratings are different so I wouldn't use them. 684 vs .924 and .223 vs .273. Disregard the size as technology changes and they can make them smaller nowadays. Same with electrolytic caps. However, why are you changing them? If the originals are not shorted, they are likely just fine. Those caps generally only fail shorted and don't go bad like electrolytics. Only ever replaced one of those if they shorted.
Reason I was going to replace them was because one of the problems I saw in regards to the chirping was due to the larger one going bad so I figured might as well replace it. And since the other one was also in the area of concern I was going to ask replace that one.
