I finally got my neotec nt-27e up and running. The last issue I have is I cannot adjust the horizontal size. I turn the pot and nothing. I checked the pot and it is work even replaced it with a working one from another monitor. Not sure where else to check all the other controls work like the H-position. My B+ is right where I want it as well.

Any help would be great.

H Position is in a different, unrelated area. Here we're dealing with the East-West circuit (Pincushion board in the schematics). The trapezium and the pincushion trimmers don't work either, I assume? Check the output transistor of the EW circuit, Q3 2SC2073. If that's fine it could be IC1 LM358. If it still doesn't work even with these parts replaced, you need to check power (27V) to the circuit or signal from the vertical deflection not getting to the circuit or bad solder joints.
 
yes, this has all new caps and I had to replace the IC101 to get my B+ running. You are also correct the pincushion board adjustment does nothing. I will start to test where you recommend.

MLK. Thank you for the help I found that the IC1 LM358 was bad. I now have a fully working monitor.
