Neotec NT-2702 clicking at neck

I had a NT-2702 that had a blown HOT when I got it. I replaced the HOT and it worked fine for a few days then it died. The HOT was blown again.

The flyback had been replaced at some point and the part numbers didn't match so I thought it wouldn't hurt to try another flyback. I just replaced that and the HOT and on powering it up it was making a rapid clicking noise that sounded like arcing. It wasn't the standard clicking these make when they are in shut down, it was much faster and obviously from the neck.

I didn't want to leave it powered on much in this state but I can see the spot this arrow in the attached picture clearing moving when it's on.

Anyone see this before?

What's the B+? If the B+ isn't high then my guess would be the hold down cap C450. Also check C417.
 
I would start out with a cap kit but according to the manual the B+ is adjusted by R111. It is measured at the cathode of D106 and should be 100VDC +- 0.5V. Other test points are 140V at D109, 26.5V at D107 and 12V at R130.

I can send you a manual if you need it.
