Neotec 27E- Dead Monitor Question

I'm gonna cap the monitor shortly, I already touched up some cold solder points, but looking at point T401 (Part number LJ90003), it's a transformer correct? It looks like it was literally sweating a glue of some sort around it. Think it's fried? How do you go about testing it?

I have seen them like that and are working good.
In Neotec chassis the caps in the powersupply are a big deal
they use alot of capacitance, you need the cap's first!
Check for any voltage or any short on the B+ test point R117.
and the HOT and the HV/pincushion board on right side of
chassis the High voltage caps c419,c420,c421
are not overheated or shorted.

I just got this same monitor and it is also D.O.A., also just ordered cap kit from B.R..
