Neotec 2702 makes "chirping" noise, no power

Any idea what this could be? This is a VGA monitor from an Arctic Thunder.

Or the big poly cap at C423 has blown up, taken out the HOT, Flyback has hairline crack and a few bad electrolytics along with all of that.

Check the (two?) other Mylar caps in this area, too. Apparently they will show bad on a standard capacitance test with your multimeter if they are bad.

Check the HOT too, like mentioned above.

I'm working on one of these right now, the C423 is failed, capacitance tests indicate that it's done. The physical damage (typical with this cap) is NOT obvious on mine. A small hairline crack near another component. Make sure you look carefully if you are investigating for physical damage.
 
Pulled c423 on mine. No obvious physical damage... until I got it out. Cracked on one end and reads open with a cap tester....
 
what's everyone using to test caps? feeling like adding that to my arsenal soon.

any different from an ESR meter?
