neotec 2515 driving me nuts

when you power this unit up to check the B+ it startes out at 20volts and rises slowley 90volts and gos into shutdown i replaced the cracked flyback, HOT, ic 101 and the transistor in the power supply and recaped the board still kickin my buttt
 
What ground are you using? The large heatsink
is a good ground.
Check the voltages on both sides of R117 and R118
and the Z101. All in the powersupply secondary voltages.
Just looking to see if all your voltages are wrong or just
your B+. If others voltages are good then suspect the Hv caps next
to the fly like C419,C420,C421 anyone or more could be killing the B+
Sometimes you may see them very dark and may have cracks in them.
Let us know what you find.
 
just for kickes today i pulled out the contact cleaner and cleaned the B+ pot and BAM it ran all day long
