Neo Geo with top 1" of the image skewed

I have a Neo Geo with a Kortek KTX26 monitor that is in awesome shape. Originally, the image only filled 2/3 of the screen and was skewed. After capping the chassis board, the image had full deflection and great color. However, the top 1" of the screen is still skewed and is not stable. The skew is affected by adjusting the H-Hold. Does anyone have any suggestions?
 
This one is making me pull out my hair.... and I do not have much left. The H-Hold POT was replaced but did not affect the skew. The chassis board was cap'd. I am struggling here. Has anyone seen this before?
 
Try adjusting the 50hz/60hz pot and horizontal position pot to try and get it even and stable.

You can also try another board other than a Neo if its a 1 slot cab, to see if it's the mobo. From what I have been told, the Neo mobos are really bad about causing the very top of the screen to bend on certain monitors, and WG's are some of them. My Neo has a slight bend at the top 3/4in of screen, it's very hard to see, but it's there.
