Need to add a noise filter on an NES mod...

This is my second attempt at this, the first was on a different console, years ago, using separate LEDs (taken from one of those light-up pens that changed colors.)

Encountered the same problem both times, however. During gameplay, there is a low-volume, high pitch, electronic "hum" that can't be ignored, timed with the fading of each color. Is there some sort of noise filter I could use to prevent this interference, and where would it ideally be placed, near the source of the noise, or the audio output? (I'm guessing the former...)

Oh, and sorry about the shitty quality of the video, it was late, and the vid was taken from an old cell phone... Still tried to be all "Federico Fellini" with it, even given the camera's limitations... :D
