Need some help with IDing a board.

I found this board in my junk boxes and haven't been able to ID it. It doesn't seem to work so I haven't been able to ID that way. Hopefully someone can recognize it.

Definitely looks like a bootleg of some sort. It is interesting that those labeled chips do not look like EEPROMs though. Are there glass windows under the labels? They just look like plain jane PROMs to me.

And with all that goofy resistor jumpering on some of the chips, definitely leaning towards bootleg. Must be more modern, as the ROM chips are 28 pin, so 2764s or newer.
 
Looks a Sky Shark bootleg with some add on carrier boards to handle the custom ICS
