Need some help from Vector gurus

I have a tempest here im working on for a friend. I know a little history on it since it was my machine before he got it. The monitor was completely rebuilt, new big blue, rebuilt ARII.
So here's what its doing. Everything seems to be displaying correct except for the vectors on the tubes themselves. Here are some pics of screenshots. I know the text and stuff is a little off but that adjusts out no problem. The lines on the tubes do not change no matter what I adjust. All the pots respond and work like they should, pretty positive its not a bad pot. Verified on a scope and the problem is the same so im sure its a board issue. Anyways, lets start with some pics and see if anyone knows this problem.

I'm not an expert, but from the looks of the last two monitor pictures, it looks like the X-bip and Y-bip adjustments are off.
 
Put it into test and see if you get an error code.

Already done that, no rom errors and no beeps.
I havent done much troubleshooting on it other than the self test, adjustments and verifying on the scope. I just finished fixing a battlezone that had a deflection board issue on the X side. Turned out that someone had installed a transistor backwards! Replaced it and all is good now.
Unfortunatly I have to leave in the morning to go to Michigan for a wedding so the Tempest will have to wait until Tuesday before I can get to it. I was hoping I could get some ideas on what could be ailing it but it looks like im just going to have to dig in and figure it out.
 
Like I said, the pots do nothing for the problem.

And you tested the pots? Those things are known to go bad.

Edit: That 5/5 image is pretty hosed. Looks like the cross hatch is wrapping almost all the way across the screen. You have a spare AVG you can swap in just to rule that out?

I havent put a meter on the pots yet but they all respond and throughout their range and work smoothly. They just dont do anything for the problem its having. I will definitly check the pots with a meter when I get working on it. Nope no spare parts for vectors, got rid of all my vectors a while back.
Maybe one half of the pot is not working...is that possible? That would make it appear to be working but just not put you in the range it needs. I will start by checking the pots first, sounds like a logical place to start.
