Need help with coin operated "Heart Rate" machine

OK, no idea why I bought this, but I may have taken a hit on this one... When you plug it in, it displays 42-44 and the led sweep lights up to attract. Drop in a quarter and it indicates "testing", there is beeping, and the LED number increases when you put your finger on the sensor pad, but it just goes back to 42-45ish and finishes. If you rub your finger fast across the two LED's in the sensor pad the beeping goes faster and the led sweep goes faster as well, number stays the same. Anyone have any clue dealing with these things?? It was yellowed when I got it, I gutted it, repainted the cab black, and looked for obvious burnt out parts, but all looks good.... I can't find anything on the web about this thing. The bottom label says it from "Animated Specialties of North Carolina"..

I thought about that, but do you really think that would do anything for this type of machine?

Eh, who knows. It's a pretty simple board, relatively speaking, and there doesn't appear to have much that can go bad on it...assuming no power surges damaged it.
The caps, at least, will be something easy that any of us could do and somethings that are known to dry out when not in use.

So in conclusion...It's worth a shot because I got nothin' else ;)
