I am trying to i.d. a game I used to play many years ago (around 28 years ago).
In the first part of the game you were a soldier who had to make your way up the screen similar to the Capcom game Commando. The screen only scrolled up.
The controls were slightly unusual in that you had a joystick but also a 360 degree dial, which allowed you to rotate the soldiers arm, and to fire you pressed the dial. You could shoot or throw grenades.
If you reached the top of the level, it opened up into a 4 way scrolling battlefield populated by enemy tanks. There were 2 types, large cannon firing ones and smaller machine gun firing ones.
If you hit a tank with a grenade, you 'stunned' it and were then able to enter the tank and take control of it.
Judging by the graphics, I would say it was pre-Commando, as they were pretty basic. The cabinet was a custom unit for the game.
I have frequented many, many arcades over the years and only ever came across 1 example of this game.
