Reference the video for details, but if you can't view the video, basically the board was completely dead. Replaced the amp and all the caps around it. That brought it back to life, but still had no game sounds. Verified the roms and clock crystal was good. Turned out the U18 chip was bad. The board is back to full working order. Just wanted to share for posterity for anyone who might have a similar issue.
