I have no sound or pic. but the monitor lights up in the back as in glowing like the rear tube part, so the monitor seems to be ok...any suggestions? Im thinking of taking the pcb cover off and see whats up in there.
Is there any probs with this games that i should know about.
Like known probs with this game that peps have.

Have you checked power to the board yet?

My frogger did the same thing the other day, turned out I lost +5v powering the board.

Check your power supply first, and pray that is the issue. If that's not it, you've got either a romboard issues or a main board issue.

Before you go poking around in the board cage contact Ken at irepairsega.com . The main board is very fragile and can be damaged very easily by improper handling. Describe your problem to him, and he'll be able to instruct you on troubleshooting the board.
 
The power supply says 5v 3.3v and 12v
on the 5v and 3.3v im getting 6.4v on all and on all the 12v im getting 16.4v...is that normal?

I allso took the cover of the pcb and the leds on the left all lite up. the one on the right bottom lites and the right top, power is on and 2 are on below it 5 and 6 i think,is that good or bad.allso all the heat sinks are warm on the pcb but not on the board at very bottom to the left the big heat sink is cold.

I know i need to call Ken in cali to see whats up with this game.
 
sega hikaru system like this, were such unreliable hardware. i had 3 games dead. one of them turn out that one of the bga's was loosen. unfortunately, i don't have appropriate tools to do bga rework.
