I tried it in my naomi cabinet and it does nothing except for the fan to turn on. I inspected the board, and other than it being dusty I can't see any damage (burst caps burns etc.).

One thing I thought looked out of place was the sticker on the bios. Anyone seen this before? Any tips on where I should start repairing this board?

Pull the supercap off the board. Take the 8 pin EEPROM off the board.

Clean the leakage from the supercap and check for bad traces/plated thru holes between the BIOS and U29 and between the EEPROM and the FPGA (Altera) chip.

Common problem. You should check my repair logs sometime. ;)
