Namco System 246 / Tekken 4 no video output (std res)

Just got a Tekken 4 Namco System 246 from the local OP today, and i can't seem to get it to output video to my std res k7000

I've tried multiple combinations of the dip switches with no luck (dip 3 is the only one that really matters but i'm not sure what dip 2 is for (my guess is RGB voltage?) and which it should be set at). All i can get out of it is a gray screen or a gray screen with a black bar down the screen that's bent towards the top (guessing this is a wrong resolution).

Anyways, basically when it starts up it shows a black screen with white dots that move, then it goes to a solid blue screen then finally to the gray screen.

Any idea's??

Edit: NO START UP TONES ARE PLAYED WHEN TURNED ON

Dip switch settings.

Switch 1:
On - Test Mode
Off - Game Mode

Switch 2 (RGB output level):
On - 0.7Vp-p 0.7Vp-p:As JAMMA (B) PC board is installed
Off - 0.7Vp-p 3.0Vp-p:As JAMMA (B) PC board is installed

Switch 3 (Monitor horizontal sync freq):
On - 31.5kHz
Off - 15.75kHz

DxVinnyxB is here he helped me troubleshoot the issue, the drive was bad, replaced it with one i had in an old PC

games working great!

Does the test menu come up at all? I remember the dots and then a screen comes up says now loading tekken 4 or something like that on mine.

I was thinking if the test menu comes up then it could be a bad drive? Just my guess..

heh yea figured it out, now i just gotta figure out why i have these weird halo shades running through the video.

actually read a bunch of your posts, that's where the dip switch notes came from :D

yeah the video kinda looked like some mild cross talk passing over unshielded wires or something, it wasn't terrible by any means but it was noticeable.

also i'm still curious about why the boot didn't have those beeps we heard in other videos
 
not sure what it is/was probably just the Jamma B board being to close to my power supply. I moved it further away and the lines are gone.

I also checked the on board battery, it's still good. 3.056v

I find the lack of beeping also strange but it's working so i'm not going to complain. man i didn't realize how much i missed this game.
