NAMCO SYSTEM 12 PCB issue

I had an accident with a very clumsy friend the other day when I had a get together at the house. Long story short..... A stack of my NAMCO SYSTEM 12 PCBs were knocked over and 2 of them suffered a broken off piece. I've included pictures since I'm not sure what it is, and what they do.

I've drawn an arrow to the area where the broke off piece came from.
And included a pic of the part that broke off. Does anyone know what these small circle things are? What they do?

I have not tried testing these boards just in-case the parts that broke off plays an important part. Would hate to fry the the boards.

The games are Tekken Tag Tournament and Tekken 2.
The small parts that broke off are labeled as:

1st one = (7 L 10 16V)
2nd one = (10 16S 5C5)

I'd venture to guess without looking up the IC chip that without that you'll be missing one of the colors (Red/Green/Blue)...
 
Simple... use a little liquid rosin flux, set the cap down on the pads in the correct orientation, then use the soldering iron to heat the joint up and reflow the solder.
