Namco System 12 -- is this board shot or am I missing something?

Namco System 12 -- is this board shot or am I missing something?

So I got a Paca Paca Passion Special board from eBay, it came in today. Went to do the usual intake testing, it gave me a pretty bizarre error. I tried to take a picture, but apparently my phone didn't save it or something... bizarre.

Best as I can remember, it said:

             RESET <numbers counting down and then looping>

I/O: 1
                     NOTHING

I/O: 2
                     NOTHING

Anyway, I got that to go away by taking the boardset apart and reseating everything. Now it boots into the game, but doesn't respond to any input. I can't even get it to go into test -- no response to the test switch either.

So if the game runs but NO inputs are working, what's the most likely culprit? I won't have time to take a crack at this until next week, but I thought I should get this discussion rolling now so I hopefully don't have to go in blind.

P.S. Any idea what the two dip switches are supposed to do?
 
it's a common failure on these I guess. I have a Tekken Tag board I bought that came to me lame (the guy forgot to test it first) and it's got a bad input chip or two that leaves the inputs stuck closed. I never bothered to fix it. they're surface mount chips, and I don't dick with those.

I would ask channelmanic about it, I think he knows exactly what to do.
