is it supposed to.
I do find it to 'miss' dodging punches as I move to the right because I get stuck in the low diagonal.

did someone swap this out at some point? should it be a 4 way?

seems like it should

it clearly has 8 way movement

Should be a 4-way. Swap out the restrictor with a 4-way restrictor. Might as well clean and lube it at the same time.

got a spare restrictor handy? I have 1 but I think it's a 2 way.

What do you use to lube it with? I am trying to lube my Heavy Barrel 12 way sitcks.

well the nintendo sticks are all metal, so I have (successfully) used wd40 and had them working flawlessly for years afterwards. Other sticks I wouldn't recommend that.

Mine are metal also, I guess I will stop using 3in1 oil and use wd40 instead.

Clean with wd40. Lube with silicon spray. Out of preference, I don't use WD-40 as a lubricant. I prefer one of the Dupont Silicon Sprays. I think it is the Dupont Multi-Use one that is just a bit thicker then just normal spray, but not thick like a grease.

PO = 4-way
SPO = 5-way = the 5th way is vertical so it still is a 4-way restrictor
AW = 3-way, 2-way restrictor and the 3rd way is to pull up

I used lithium grease on my DK joysticks...seemed to work well and I've had it almost 3 years now.

I have read about the lithium grease in other repair manuals. I think my problem is the Rotary switch is in need of replacing.

I have also thought about graphite, you know the stuff you put in door locks.

I used WD40 only to unmount it and have it in separate parts: then used some motor grease (that used also for moto frictions) and it's flawless. If too much dust will be absorbed, i will unmount it again 10 years from today ;)
