Haha, yeah, if I didn't know the background, or if I bought it from someone's home, I'd think the same thing.
I've bought other games very cheap from this exact type of scenario about 5 years ago. The first time was when a local church bought a large family fun center that had been closed for about a year. When the got the property they got all the games inside. Of course most had been vandalized because the location was near a bad residential area, and the building was broken into (presumably by kids/teens) several times while the business was closed. A friend and I got some unbelievable good deals when the church acquired the building and wanted the games out immediately! ($100 working MsPac, $300 working Silent Scope 2, etc.)
In this particular case, there were a couple of games left in a restaurant that closed 6 years ago. Of course being near a residential area, it had also been broken into. The vandals busted open the coin doors of the machines. The new owner just bought the building and everything in it, including the restaurant equipment, games, etc. The funny thing is this is only about 2 miles from where I work, so it's been sitting under my nose this whole time. People just don't think to check old/boarded up/for sale buildings for games.
Although "condition is king", this game couldn't have been on location for more than about 6 years. I'm kinda surprised it works as well as it does, given it's been sitting there so long!
