My Klax Marquee Light Burns Out and Blows The Fuse Every Time I Replace Them

So every time I replace the fuse in my Klax machine and replace the light behind the marquee and turn on my machine the light comes on for a second then burns out and the blows the fuse. Anyone know what I need to do to fix this so It doesn't do this?
 
The ballast is probably bad... you can get a replacement one at most hardware stores, or you can just buy a whole 18" under cabinet style replacement light fixture with light for probably cheaper than the ballast and another lightbulb. It just depends how original you want to keep it.

I always replace the ballast, bulb, and starter in one shot, for any game. Sure, I've probably wasted some money doing that, but then again I've never blown a new bulb with a bad ballast and the parts are 30yrs old anyhow..
 
Ok this might be a dumb question but I don't know all the technical terms and kind of new to the parts so whats a ballast and where is it located?

Usually ballasts are black and look like a small transfomer, in a metal square box. Most are usually near the lamp starter too. Wires come off of it and go to the lamp

You can test one with a meter. Measure the ohms between the two wires. A good one will measure about 25 ohms. too much less and it will blow the bulb. too much higher and it won't light at all...
