Just for the sake of asking the dumb question...Puzzle Bobble and Bust a Move...same exact game? Otherwise, may want the Bust a Move.
 
You are correct. They are the same game. There are Japanese and English versions of both if im not mistaken. Not sure if they just decided to rename the game on second run or what....but they are the same.
 
It's just the Japanese release vs. the western release. Almost all Neo Geo carts play in the language of the region of the motherboard (some are Japanese only), so they'd be indistinguishable once turned on. Literally the only difference is the label.

Good point. I didn't even think about the title screens. My head jumped right to game play. The thing there though is that a Japanese label game running on a western motherboard will display the western title and vice versa.

Sure enough... the same ROM (cartridge) running on different machine ROMs show different things: Japan starts with a warning about being legal in Japan only with a "Puzzle Bobble" title, and US starts with FBI "Winners don't use drugs" / EPA recycling splash screens and "Bust-a-Move" title. In that sense, that only difference is indeed the label!
