Ms. PacMan Problem (pics)

At first it wouldn't boot and I reseated all the roms and now it boots, but looks like this. Anyone know what the problem is?

Yep yep, graphics eproms. Clean them, reseat them again, and if need be check for any broken traces and... if need be... replace the sockets.
 
Just reseat the chips. I have had that same problem twice and I reseated the chips and that solved the problem. I think the "fast" chip is the one that causes that problem but it's been awhile.
 
Its definitly not the 6F fast chip, if there were a problem there the game wouldnt be running.
Its probably a bad socket or dirty rom legs causing the problem. If it has the old black masked roms its likely the legs are rotted off.
 
I have removed, cleaned and reseated them. 5E and 5F were clean. Some of the others were black, though. So do you guys think the color issues are caused by the 5f or the monitor? Everything is orange.

reflowed the solder on eprom 5F and noticed that I didn't properly seat the chip. I had one leg sticking out. I then properly seated the chip and now it won't boot. Just garbage on the screen. Looks like it's still some type of 5F problem.

Reflowing the solder on the socket legs probably won't help too much. You'll probably need to replace the socket(s).
 
The 5F shouldnt cause it not to boot unless you bridged a solder joint when you reflowed the connections.
If you give up on the board, send it to me and I will get it fixed for you.
 
I've got a new socket. I'll replace it tonight and see how it goes. I'll get it fixed. I don't give up real easy. However, I did give up on Toobin'.

Well for some reason I can't upload a picture now.

But I have a green screen with one yellow blinking block on it. Any ideas where to go now?

Backtrack everything you have done since it was working. Obviously you messed something up even worse. Did your socket desolder cleanly? Are you positive you didnt pull any thru hole plating or traces?
