MS pacman --No lights?

I just replaced the fuses and the bulb in the marquee and still no lights.I went and bought a volt meter but dont know what to check or where or what volts I should be getting .If anyone can help me figure this out I would greatly appreciate it .Thanks guys .PEACE!!!!
 
Turn the power off. Remove the flourescent assembly (3 scres and a connector). Measure the ohms between the two wires coming out of the ballast. If it's good, it will read approx. 25 ohms. If it is zero or infinity, then it needs to be replaced.

If it reads okay, then turn the cab on and check the AC power at the connector from the cab. It should read approx. 120vac. If it's lower than 75vac, it probably won't light the bulb.

If you have a good ballast, good power, and a good bulb, then replace the FS-2 starter. Reinstall & reconnect the fixture and you should be good to go...
 
Im getting 0 - 18.9 ,but i dont think im reading it right .Im going to take some pics and you tell me .Thanks for helping me out .Im new to the volt meter thing . OK took some pics

added pics above.Sorry for all the questions just trying to learn.How much is it to replace anyway ? I dont even know if it is the fixture or the wiring yet but the wire looks to be in good shape.PEace!
 
Looking at the pictures above you have apparently clipped the wires on the ballast. I believe you will also need a new ballast. Rated at 15/20watts.

That is NOT how you test it. You're not going to get a reading that way. Follow the wires the other direction. usually you'll find them in a wire nut connector. Otherwise, one goes to one side of a lamp socket, and the other either goes to the power connector or one side of the starter socket. if you have to, cut the wire, strip the ends, measure, then reconnect using wire nuts or solder/shrink tubing if it's good.

If you have to replace it, you can get a new one at Home Depot for $6.99...
 
OK took off the capped wires put the positive on the one wire and ground on the other and nothing .... so i guess its off to get a new ballast tomm.Thanks everyone for your input and putting up with my noob questions . Ill replace these and give you guys an update tommorrow.PEACE!!!
