Ms Pacman has a vertical dimming line that runs right to left

I just replaced the chassis on a Ms. Pacman cocktail arcade. The monitor take a while before it is visible. Also, there is a dim line that runs from top to bottom that continuously goes right to left. When playing the game longer, the dim line turns into a garble line and will restart the game. Makes me think that there is a problem with the game board and not the monitor.

Looks like a classic case of humbar.

I can see where it would be humbar when it is a faint line, but what about when it has the garble line? The garble line shows up more, it seems, on level 2. When the garble line starts, after a few seconds the entire game resets. Wouldn't this problem sound like a game board problem and not a monitor problem?

The classic Pac "hum bar" problem is related to the game board, not the monitor. It's caused by faulty fuse holders or bad connections to the game board itself. The cocktail Pac games seem to have used better fuse holders than the uprights, but do check them. Disconnect the game board and look at the edge connector. Is it burnt or dirty? Clean the game board connector with alcohol and ensure you're getting a good connetion. A quick and dirty fix is to simply clamp a couple of those big black metal binder clips onto the harness edge connector to help it grip the board. If that cures it, then you should probably replace the edge connector.
