Ms. Pacman cocktail problem

From what I can tell monitor was replaced in early 2000's, it is not the original. I capped the (game) pcb and did some minor repairs (fuse blocks, etc.) when I purchased the game a few years ago and have been playing it. It started playing blind but would sometime start normally. I decided to cap the monitor which went smoothly but did not solve the original problem.

I have been adjusting a pot (high frequency I think?) on the monitor pcb and just as I get the pic to come in it jumps and I get a squeal. If I change the switch from 15.7 to 17 kHz I can get the pic to stay for a couple seconds then it scrambles again. Yesterday I had it hold long enough to adjust everything and play a few games but when I turned it on this morning same problem.

Could it just be a bad pot?

that's horizontal hold that you need to adjust. happens on these things a lot apparently. :)
 
Mind shedding a little light on how I can do that? I turned every thing I could turn on the monitor and had no luck. Thanks
