Ms Pacman boots up to number 7 's all over screen

It would help to know what you have already tried so you don't get repeat suggestions.
 
I would pull the VRAM addresser board, reflow the socket pins and/or just reseat the VRAM board itself.
 
Yes, it's most likey one of the video rams are bad. The fact that it's printing a 7 could mean a few data lines are just stuck high.

Just remember if you unsolder a chip, put an IC socket in before you put a new chip in. Saves troubleshooting time later

edit: following Riptors advice that a bad VRAM would would cause a blank screen.

First suspect would be tarnished/broken legs on roms or 2114 rams. Make sure sync bus card is seated well and not installed upside down.
