Plugged in my Ms Pac Man after it has sat around for several years with no use...

Two issues with my machine:

1 - Large horizontal bands across the screen (pic attached)
2 - The sounds are a little "off" - this is especially prevalent during the intermission and intro - Check out my video here - http://img27.imageshack.us/i/92364667.mp4/

It's difficult to hear, but it seems to be missing some of the sounds, the pitch is off, and there is a scratchiness to it.

Any thoughts?

The wavy lines could be the fuse block or the harness connector. Clean them both and see if you get a better result.

CRAP! It's worse!

I cleaned the fuse block connectors (using an eraser), the harness connector, and I removed and cleaned (using an eraser) all of the socketed chips.

I plugged it back in and nothing... the monitor powers up but nothing from the PCB (no graphics, no self-test, etc). BTW, the monitor STILL has those horizontal bands across it, even when the game doesn't power up properly.

Checked the fuses - the first (when I say first, it is the original power supply and the "first" is the fuse holder closest to the BACK of the cabinet) and last fuses (7V and 12V) have blown.

Any thoughts?

In the process of removing all the socketed chips, the socketed PCB closest to the daughtercard cable popped out; I was uncertain of the original position so I put it back so the socket notches on both sides of the socket matched (half-moon cutout on the socket and half-moon cutout on the pin connector were next to each other).

DAMN...

I would highly recommend getting a hold of Riptor. He is the one to go to about Pacman stuff .He has helped me out a great deal and is a great guy to work with.try giving him a PM and see what he says.I would say that your sound roms are starting to go .I just ahad mine replaced . Mine was macking a slight tinging noise but Riptor took care of it for me . hope this helps.PEACE

It also looks like you have "jail bars" on your monitor. A cap kit should fix that up.

Yeah, those are jail bars. Definitely a cap kit in order.

Double check your PCB connection - does this machine have a filter board? If so, REMOVE IT.

Looks like this:
