Ms Pac mixed up screen?

I have a ms. pacman that looks like this when I tun it on. I was hoping that it was some thing that I could repair myself. I have an extra non working ms. pac PCB that I could possibly use for parts if needed. Any idea as to what is the possible problem with the board with the mixed up screen?

Did it initially power up this way (board you acquired) or was it a working board that failed?

First thing to do it to turn the board over and check the solder side for any bent over component leads that might be shorting to another lead or to a trace on the board. If these boards were stacked and some pressure applied, the leads will bend and short to each other or to traces on the PCB.

Once you get that cleaned up, remove and clean the legs of and re-seat (carefully) all of the socketed ICs. Then re-power it up and see if the problem still persists.

It really looks like a poor connection(s) to the roms. If it were me I would pull the roms, clean the pins and throw them into a programmer and verify the data in them also.
 
It could be a cpu/ribbon cable/rom/ram issue. I would start by pulling the ribbon cable and install a z80 in its socket on the main pcb. If it comes up you have an issue with the ribbon cable or aux board. If you have a spare 2114 ram you can swap those out one at a time.
The roms in row 6 would be the ones to look at. The board will boot even with both row 5 roms missing.
 
I have had a very similar problem. Remove the Z80 from the daughtercard, remove the ribbon cable from the main PCB, and place the z80 there. See if that fixes the problem, it should run regular Pac-Man with a messed up character.
